										<content:encoded><![CDATA[<p>The Lands Authority through this Expression of Interest (EOI) invites eligible candidates interested in being engaged in a contract for service of a Occupational Health and Safety Officer on a when -required basis. The successful candidate shall be responsible for enforcing safety regulations, identifying hazards, and mitigating risks to ensure a safe, compliant workplace. They shall conduct inspections, investigate incidents, and develop strategies to protect employee wellbeing. Their goal is to maintain a safe environment and ensure compliance with legal standards.</p>
<p>Remuneration shall be at the rate of €15.00 per hour, excluding VAT payable against a monthly invoice and a detailed, verified log of the tasks carried out.</p>
<h2>1. Key Responsibilities:</h2>
<p><strong>Operational &#8211; the appointee will be required to:</strong></p>
<ol class="numbered-list">
<li>Carry out workplace visits whenever the need arises, or as directed</li>
<li>Draw up reports in connection with workplace visits, accidents, ill-health investigations.</li>
<li>Implement legislation in relation to OHS jurisdiction.</li>
<li>Monitor compliance with relevance to OHS legislation and take enforcement action where appropriate, or as directed</li>
<li>Issue enforcement notices when required and follow up as appropriate.</li>
<li>Liaise with management in the initiation of proceedings leading to the issue of Administrative Fines, or the action required in the preparation of a court case.
<ol class="numbered-list">
<li>Give evidence in court cases and in appeals against orders issued in terms of the law.</li>
<li>Take legal action when and where appropriate.</li>
</ol>
</li>
<li>Make recommendations to superiors on measures that need to be taken to improve OHSA core operations.</li>
<li>Report any issues and seek advice and direction from the next senior officer or any other officer as delegated by the Authority</li>
</ol>
<p><strong>General &#8211; the appointee will be required to:</strong></p>
<ol class="numbered-list">
<li>Follow policy and management directives.</li>
<li>Ensure best attitude, behavior, language and appearance thus portraying the best image and reputation of the Authority</li>
<li>Report to property manager any anomalies with regard to the above.</li>
<li>Execute any other duties as may be assigned by the Authority.</li>
</ol>
<p><strong>An OHS Officer shall be appointed as OHS Officer in terms of Act XXVII of 2000 &#8211; (Cap. 424) and shall have such legal powers and duties as are mentioned in the said Act. The successful applicant shall be assigned to areas according to the exigencies of the service.</strong></p>
<h2>2. Eligibility</h2>
<p><strong>Qualifications, skills and experience required:</strong></p>
<ol class="numbered-list">
<li>Applicants must, by the closing date of submission of the application, be in possession of a recognized <strong>Diploma in Social Studies (Occupational Health &amp; Safety)</strong> MQF Level 5 or higher, or a recognized, equivalent qualification.</li>
</ol>
<p>Tasks and duties of the successful candidate are not limited to the above list and may be extended to assisting other departments. and may be assigned duties within units/directorates other than other/different duties from time to time, as the need may be.</p>

										<content:encoded><![CDATA[<p>The Lands Authority (LA), through this Expression of Interest (EOI), invites eligible candidates interested in being engaged in a contract for service of Clerical Officer for a definite contract period of twelve (12) months, on a forty (40) hour week schedule.</p>
<p>The scope of the work of the engaged Clerical Officer is to carry out routine daily tasks in accordance with policies, procedures, or instructions issued from time to time by the Authority’s Top Management.</p>
<p>The service shall commence upon the last signature on the Service Contract.</p>
<p>Remuneration shall be pegged to Grade D LA/GWU Collective Agreement Year 2025-2028 equivalent to of €19,741.00 per annum for the year 2026. Successful candidate shall also be entitled to vacation and sick leave as per employment regulations.</p>
<h2>1. Key Responsibilities:</h2>
<ol class="numbered-list">
<li>Tend to enquiries on the day-to-day operations managed by LA</li>
<li>To provide routine information to clients over the phone or via other communication tools.</li>
<li>To assist superiors regarding general clerical duties including basic minute taking and preparation of any necessary documents</li>
<li>To prepare necessary documents for processing such as filling of basic forms.</li>
<li>To make use of office and imaging equipment and able to operate Microsoft Office applications.</li>
<li>Any other duties which may be required from time to time and as may be directed by management.</li>
<li>Liaise with external entities as required and directed by superior/s</li>
</ol>

The successful candidate is responsible for overseeing the planning, execution and delivery of projects related to audit, regulatory, and audit compliance within the organization. This role ensures that audit requirements are eƯectively integrated into business operations through project coordination, risk management, and cross-functional collaboration.</p>
<p>The service shall commence upon the last signature on the Service Contract</p>
<p>Remuneration shall be at the rate of €35.00 excluding VAT per hour.</p>
<h2>1. Specific Objectives</h2>
<h3 class="subsection-title">A. Project Management</h3>
<ol class="numbered-list">
<li>Lead and manage end-to-end audit and compliance related projects from initiation to completion</li>
<li>Develop detailed project plans, timelines, milestones and budgets</li>
<li>Coordinate cross functional teams including audit, compliance, finance, and external consultants</li>
<li>Track project progress and deliverables; ensure timely completion within scope and budget</li>
<li>Identify project risks and implement mitigation strategies</li>
</ol>
<h3 class="subsection-title">B. Legal and Regulatory Compliance</h3>
<ol class="numbered-list">
<li>Support the implementation and monitoring of compliance frameworks and internal controls</li>
<li>Ensure audit and regulatory requirements are integrated into project planning and execution</li>
</ol>
<h3 class="subsection-title">C. Audit Support</h3>
<ol class="numbered-list">
<li>Coordinate internal and external audit compliance audits</li>
<li>Prepare audit documentation, reports, responses to findings and recommendations</li>
<li>Monitor remediation efforts and follow-up actions post-audit</li>
<li>Ensure audit trails and project documentation meet compliance and legal standards</li>
</ol>
<h3 class="subsection-title">D. Policy &amp; Process Development</h3>
<ol class="numbered-list">
<li>Help design and update compliance policies, procedures and standards</li>
<li>Work with internal departments to align business processes with legal requirements</li>
<li>Promote awareness and training on audit and compliance obligations within project teams</li>

<h3 class="subsection-title">E. Stakeholder Communication &amp; Reporting</h3>
<ol class="numbered-list">
<li>Act as the point of contact between audit/compliance teams and business units during projects</li>
<li>Prepare regular reports and dashboards on compliance project status, risks and issues for leadership.</li>
<li>Facilitate meetings and presentations for stakeholders and regulatory bodies when required</li>

<h3 class="subsection-title">F. Technology and Documentation</h3>

<li>Implement and manage audit and compliance tools</li>
<li>Maintain accurate and organised project and compliance documentation</li>

<li>Shall be in possession of a minimum MQF Level 5 education in a) business management and/or b) project management</li>
<li>Shall have a minimum of 5 years’ proven experience within a audit environment</li>

										<content:encoded><![CDATA[<p>The Lands Authority, through this Expression of Interest (EOI), invites eligible candidates interested in being engaged in a contract for service of Lawyer and/or Notary for a task-based contract period.</p>
<p>The scope of the work of the engaged personnel shall be to carry out tasks such as <em>recognitions, redemptions (including proof of title), correctory deeds, diritto di seguito, schedule of deposit, cancellation of hypotec, conversions, terminations, enforcement notification and eviction orders, judicial letters for arrears, and legal notice</em> while all searches remain the property of the Lands Authority.</p>
<p>The service shall commence upon the last signature on the Service Contract.</p>
<p>The Consultant shall be paid a fee of €50 (excluding VAT) for every file against the submission of a VAT fiscal receipt, for the services rendered during the preceding four (4) weeks.</p>
<ol>
<li><strong>Specific Objectives:</strong>
<ol>
<li><strong><em>Recognitions</em> </strong>– This task involves the vetting of recognition applications including the deed of acquisition, the declaration causa mortis and will (if any), the deed of donation as the case may be, with the ultimate aim of issuing a recognition letter in the name of the new emphyteuta/e or tenant/s.</li>
<li><strong><em>Redemptions</em> </strong>– Examining the root of title (provenance) of the property including the verification of the documents submitted. This is to be followed by the drafting of the Case Officer Report and the issuing of the redemption price. The Consultant may be required to appear as a representative of the Authority for the publication the deed.</li>
<li><strong><em>Correctory Deeds</em></strong> – Analysing the documents submitted and verifying whether the correction is required. This is followed by the drawing up of a Case Officer Report seeking approval thereof. The Consultant may be required to appear as a representative of the Authority for the publication of the deed.</li>
<li><strong><em>Diritto di Seguito</em></strong> – Examining the documents submitted in those cases where the property is going to be transferred to third parties post redemption and the transferees are still to abide by the conditions that emerge from the original emphyteutical concession and redemption scheme. The Consultant may be required to appear as a representative of the Authority for the publication of the deed.</li>
<li><strong><em>Schedule of Deposit and/or Redemption</em></strong> – The vetting of the request and verification whether the Schedule is valid i.e. all the requisites stipulated by law have been followed and whether the Lands Authority can withdraw said funds. A Case Officer Report needs to be drafted in this respect, seeking approval for said withdrawal and liaising with the Legal Procurator thereafter.</li>
<li><strong><em>Cancellation of Hypothec</em></strong> – Analysing the request and verifying documents in those cases where the property is going to be transferred to a third-party post redemption, with the intention of developing the property. A Case Officer Report needs to be drawn up seeking approval for the cancellation of hypothec, subsequent to an architects’ valuation. The Consultant may be required to appear as a Representative of the Authority for the publication of the deed.</li>
<li><strong><em>Conversions &#8211; proof of Title</em></strong> – Examining the documents submitted including the root of title and whether the applicant qualifies to convert the title of property under Chapter 158 of the Laws of Malta. A Case Officer Report needs to be drafted seeking approval. The Consultant may be required to appear as a Representative of the Authority for the publication of the deed of conversion.</li>
<li><strong><em>Terminations of Lease</em></strong> – Examining the documents at hand and verifying whether there are sufficient grounds for the termination of the lease. A Case Officer Report needs to be drawn up seeking approval of the same. This is to be followed by the issuing of a letter/judicial letter (as applicable) giving notice to the tenant of the termination of the lease.</li>
<li><strong><em>Enforcement Notification and Eviction Orders</em></strong> – Examining the request together with the verification of documents to establish whether there are sufficient grounds for the eviction of a person. A Case Officer Report is to be drafted in this respect, seeking approval of the same. This is to be followed by the issuing of a judicial letter giving notice to the addressee with a time-frame within which said eviction is to take place.</li>
<li><strong><em>Judicial Letters for Arrears</em></strong> – Examining the case at hand including verification of documents to establish whether there are sufficient grounds for the issuance of said judicial letter. A Case Officer Report is to be drawn up, seeking approval of the same.</li>
<li><strong><em>Legal Letters</em></strong> – Examining and verifying the documents to establish whether there are sufficient grounds for the issuance of a legal letter to the emphyteuta/e or tenant/s as the case may be.</li>
</ol>
</li>
</ol>
<p><strong>N.B.</strong> – The Authority reserves the right to request the preparation of any or all of the tasks mentioned above.</p>

<li><strong>Eligibility</strong></li>
</ol>
<ul>
<li>Applicants shall be in possession of a <em>valid Warrant</em>, at the time of submission of their application.</li>
</ul>
<ol start="3">
<li><strong>Disclosure of Information</strong></li>
</ol>
<ul>
<li>All documentation shall be deemed the property of the Lands Authority, and no one is authorised to share, disclose, or use any related information regarding the assigned tasks either for personal or non-personal purposes.</li>
</ul>

<li><strong>Applications</strong></li>
</ol>

<li>Candidates should submit their expression of interest through a cover letter, a copy of a EuroPass Curriculum Vitae, including a summary of qualifications and experiences, and a scanned copy of any relevant certificates via <a href="mailto:procurement.la@landsauthority.org.mt">procurement.la@landsauthority.org.mt</a> by not later than <strong>1600hrs</strong> (4pm Central European Time) <strong>of </strong><strong>Friday 18<sup>th</sup> April 2025</strong>
