I started my professional carrier in 1991 when I joined the Planning Services Division of the Works Department, assisting to drive forward the introduction of a new town planning system in Malta.
In 1994, I was assimilated within the Planning Authority which had been set up a year earlier, working as a development control officer and making recommendation to the development Control Commission on development applications. In 1995 I was promoted to the position of Team Manager within the Development Control Unit of the Planning Authority, leading a team of 12 members of staff.

Between 2000 and 2013 I was assigned with the Forward Planning Division of the Malta Environment and Planning Authority working on strategic and local development policy formulation, including two local plans and a draft replacement strategic plan.

In 2013, I was promoted to the position of Assistant Director heading the Co-ordination Unit and later on the Policy and C-ordination Division responsible for strategic and local development policy, transportation policy and heritage planning. Major achievements in this position are the participation in the drafting and adoption of the extensive legal framework required to implement the de-merger of the Malta Environment and Planning Authority, the drafting and adoption of a new strategic policy document (the Strategic Plan for the Environment and Development) and the drafting and adoption of a wide range of planning policies such as the Rural Policy and Design Guidance, the tall buildings policy and the development control policy guidance and design standards.

Between 1995 and 2001, I was engaged as Part-time lecturer in Planning Applications, Urban Geography, Urban Design & the Development Process, and Planning Theory at the Faculty of Architecture & Civil Engineering within the Urban Planning & Design Stream and the Diploma in Planning Studies.
Over the past 25 years I have been appointed on a number of public boards and committees including the Working Group on Fixed Mobile Kiosks and the Golf Course Development Steering Committee in 1997, the Migration and Devolution of Police Licenses Steering Committee in 1999, the Building Industry Consultative Council in 2008, the inter-ministerial committee on kiosk development in 2010, the Mater Dei Inquiry Board in 2014 and the Binja Buqana Inquiry Board and the White Rocks Development Technical Committee in 2015.

He also held various finance roles in a number of different organisations in his career, more recently as the Chief Financial Officer of the Malta Gaming Authority where he was responsible for the overall finance, IT and administration functions and previously as Financial Controller and Accountant for a number of companies within one of Malta’s largest family owned businesses.

He is a keen sports administrator having held a number of roles within different sports clubs with the main aim to promote sports, improve the facilities of these clubs and provide adequate training facilities and conditions to their members especially within the youth nursery setup.

He is also keen to continue developing his knowledge and attends various courses, conferences and networking events whenever possible.

He is married to Frances and has 3 children.

Odette has worked on civil engineering projects within both the public and private sectors. She held the position of a procurement engineer, where she managed contracts on infrastructure projects in Germany and the Netherlands, between 2003 and 2005. She subsequently held various roles within Transport Malta, where she was responsible for the planning, design and project management of various road and maritime infrastructure projects. She has provided expertise on a number of EU funded projects related to sustainable transport and the development and sustainability of cities and territories, in the context of geospatial applications.

Odette holds a PhD from the University of Malta. She is a management committee member of COST Action TU1305 – Social Networks and Travel Behaviour, whereby she focuses her research interests on the application of geospatial technologies for mobility management.
